"The authors have created an extremely informative and readable manual for navigating the vagaries of one of the prickliest pieces of legislation in this nation's recent history. What is even more impressive is the book's lack of partisan politics in its explanation of policies, regulations, and legislation that make up the Patient Protection and Affordable Care Act (ACA). Throughout the book, the authors and editors have provided clear and understandable graphics to accompany the text. The organization of the book is lucid and attempts (successfully) to answer basic questions concerning the ACA's language, its definitions, implications for employers, as well as its implications for employees. The book is well nigh exhaustive in its discussion of IRS implications for compliance with ACA, as well as for penalties for noncompliance. Beginning with Chapter 2, each chapter concludes with a bulleted review of the chapter's content (a useful feature). The 12th chapter comprises almost half of the entire book; it provides detailed scenarios for eight different sizes and types of businesses. These are presented in a thoughtful and dispassionate manner, although Example #1, a mom and pop store, concludes with a chilling cautionary statement for small businesses: if small companies do not offer employees health insurance, they may well be looking at increases in turnover, as employees leave to find jobs that do provide health insurance coverage. The first step you need to take is to determine whether you are going to pay or play. In order to decide whether to pay or play, there are several steps you need to take:

  • Calculate the full-time and part-time status of your employees in order to determine whether you are a large employer according to Obamacare.
  • Decide whether you are going to play if you are a large employer by offering your full-time employees health insurance that’s “of minimum value.” Otherwise, you will have to pay the penalties associated with not providing healthcare (or not providing healthcare that’s “of minimum value”).

Exchanges Are Open!

Are you prepared?

In case you missed it, October 1, 2013 marked an important change in healthcare. The exchanges, or marketplaces, which provide individuals with an efficient way to purchase health insurance, went live. If you intend to purchase coverage through an exchange, here are some things you need to know.

  • The deadline for individuals to obtain healthcare coverage was March 31, 2014.
  • Whether your state has opted to create and maintain their own exchange or has decided to allow the federal government to facilitate an exchange in your state, there will be a specific exchange in place for each state.
  • This mandate is expected to be enforced, regardless of the status of the exchanges. Should you have trouble obtaining insurance from an exchange, you will still face penalties as an individual or family for not having healthcare coverage in the coming year.
  • To be offered on an exchange, healthcare plans must meet the standards outlined by the Affordable Care Act for value and affordability.

Exchanges for small businesses (business with less than 50 employees), called Small Business Health Options Programs (SHOPs), opened November 1, 2013. If you intend to purchase healthcare coverage for your employees, you should consult an insurance expert like ABC.
